The API could not do it just now. It passes.

## When it happens

- No server has room for the machine just now; one is being made ready for it.
- A part of the service did not answer in time.
- A command's result did not come back: it may or may not have run.

## What to do

Try again after the seconds `Retry-After` says. For a command, check whether it ran before you run it again: the libraries and `wm` never send a command twice by themselves.
